A voice of reason in the US House of Representatives.

Thanks to Ben Masel for sending in the following statement from US House Rep. Tammy Baldwin. It was delivered on her behalf by 78th Assembly District Representative Marc Pocan, at the 34th Annual Great Midwest Marijuana Harvest Festival, (and get out the Hemp Vote rally,) on the steps of the Wisconsin State Capitol.

Saturday October 2, 2004. Dear Friends,

I regret that I am not able to be with you personally today. But, I do want to take this opportunity to commend you for your activism and participation in the political process. I firmly believe that in a vibrant democracy the citizens make positive change happen.

As you know I have been a longtime, strong supporter of legislation to permit the medical use of marijuana. I have heard from medical professionals and constituents that marijuana has been proven effective in relieving the suffering of persons undergoing chemotherapy, treating glaucoma, treating several neuromuscular disorders, and in stimulating appetite for those whose treatment causes nausea or wasting syndrome. In light of this scientific-based information, I strongly believe that we should leave the practice of medicine to physicians rather than members of Congress. Federal policy should not prevent patients suffering with severe illness from seeking relief.

In addition, I strongly support the repeal of the draconian Higher Education Act drug provisions which deny financial assistance to anyone with a drug conviction. This policy often denies young people the opportunity to improve their lives through higher education. For thousands of students who are not able to attend college without financial aid, this is akin to a one strike and you’re out policy. It puts students out of school and down uncertain paths. It denies students the opportunity to complete their education, with lifelong financial consequences.

I believe it should be our nation’s policy to encourage all people to obtain an education that will allow them to realize their goals. I do not believe that it should be the business of Congress to deny financial aid to students. It is crucial that we continue to highlight the inequities of the current law and work to repeal it. It is in the best interest of our nation to encourage young people to become productive members of our community, not put unnecessary obstacles in their path.

I encourage you all to continue to make your voices heard on these important issues, especially on November 2. I assure you that I will continue to listen and to act, and will encourage my colleagues to do so as well.
